Special Unit Created By Sheriff Targets Moms And Dads Who Owe Back Child Support

CBS 2's Suzanne Le Mignot reports.

A special group of Cook County police officers -- armed and wearing black bullet-proof vests -- were hot on the trail of unlikely criminals Friday: thousands of moms and dads.

One of the arrest warrants being served by the Cook County Sheriff's Child Support Enforcement Unit was for a man who allegedly owes nearly $6,000 in back child support.

The deputy sheriffs swooped in. The unsuspecting father, standing at his front gate, was surprised by the arrival.

The special unit helps alleviate the need for state government to provide assistance when a deadbeat parent doesn't pay up to the custodial parent.

"So many of these mothers were destitute, they really had nothing," Cook County Sheriff Tom Dart said.

Dart created the unit, which started just over two years ago. Since then, nearly 1,000 arrests have been made, and more than 13,000 summonses served. To get out of jail, the parent must pay the entire amount of back child support owed.

An arrested parent may continue working to pay what's owed, remain in custody until the money is paid or be placed on home detention.

"We put an electronic monitoring bracelet on their leg, and they're then allowed basically to be in their house (and go to) their job and back and forth and that's it," Dart said.

The unit is 17 men and women strong, covering all of Cook County.

Dart says when money comes from deadbeat parents, it frees up funds that had been coming from the government

The 2010 Legislative session has barely started and legislators are already trying to sneak bills by us. Usually, agendas for committee meetings are posted well in advance of the meeting date. This gives the public a chance to see if there are any bills being heard by the committee that concerns them. It also allows them to exercise their right to attend the meeting if they wish to speak for or against a bill.

Sen. Julie Quinn, R"'Metairie, got her Senate Bill 475 added to the agenda of the Senate Judiciary A Committee at 5:07 p.m. the day before the committee met. Not only did it get added to the agenda at the very last minute, but also it passed out of committee. What does SB475 address that she would want to sneak it through at the last minute without any notice to the public?

Due process denied, says father's lawyer, news-press.com, Florida

Thomas Heidkamp has been arrested nine times for failure to pay child support to his ex-wife for their 7-year-old twins.

As of Friday morning, there was another warrant for his arrest. He didn't appear in court Feb. 26 because he was incarcerated after an earlier failure to appear.

"I'm depressed, I'm anxious," he said. "I don't have the money to pay. I just got out of jail after doing 48 hours, and pretty soon I'll have the cops back at my door again."
